Webinars available and new Gaming Plan of Management information

New requirements for hotels and clubs with gaming machine entitlements

From 1 July 2024, the following requirements will come into effect:

  • All hotels and clubs with gaming machines will need to keep a gambling incident register; and
  • Hotels and clubs with more than 20 gaming machine entitlements will need to have at least one Responsible Gambling Officer (RGO) on duty at all times that gaming machines are in operation.

From 1 September 2024, hotels and clubs with gaming machines will need to have a Gaming Plan of Management (GPOM) in place that meets the new requirements.

Gaming Plans of Management

Liquor & Gaming NSW (L&GNSW) has published a range of new materials about GPOM's including:

  • A factsheet that explains the new requirements and what must be included in your GPOM; and
  • A GPOM template.

A GPOM is designed to be a living document that details your venue’s responsible conduct of gambling obligations and includes procedures to make sure those obligations are being met.

A GPOM under these new requirements does not need to be approved by the Independent Liquor & Gaming Authority or L&GNSW.

These new requirements override licence conditions to have a GPOM. You will need to create a GPOM, or update your old GPOM, so that it aligns with the new requirements.

All venues have until 1 September 2024 to create or update their GPOM to meet the requirements.

Compliance activities

L&GNSW inspectors may visit your venue during an educational campaign period scheduled to run from 10 – 30 June 2024. The campaign will be conducted across Greater Sydney and some regional locations. These visits are intended to assist venue operators prior to the changes coming into place.

You are required to comply with the new requirements from their start date. L&GNSW will take a graduated and proportionate approach to compliance under our Compliance & Enforcement Policy.
